Interpersonal Division Charter

The following is the official internal Charter for the Interpersonal Division of the RunnerHub.

I: Purpose

Interpersonal Division's purpose as listed in the Runnerhub Charter

  1. The following are the listed purposes for Interpersonal Division
  2. The manner in which Interpersonal Division interprets them and accomplishes them is detailed in the Interpersonal Division: Mandate and Modus Operandi documentation.
    1. Moderate the IC and OOC channels for inappropriate behavior.
    1. Investigate incidents of behavior that is non-conducive to the health of the Hub at large.
    2. Counsel individuals, both offenders on how to correct their behavior and those affected by the behavior.
    3. Act as arbitrator in interpersonal disputes that players feel unable or uncomfortable performing themselves.
    4. Act as intermediaries between members of the community and staff, especially when those members feel unable or uncomfortable communicating directly.

II: Duties

Interpersonal Division shall be responsible for performing duties on each of the RunnerHub platforms, in order to accomplish its Purposes as enumerated in Section I.

  1. Documentation
    1. Interpersonal Division must document all moderation activities taken.
    2. Interpersonal Division must maintain documentation of all moderation actions taken within the past two years.
  2. Transparency
    1. Interpersonal Division must present a monthly status report to the RunnerHub community
    2. Interpersonal Division may be asked to present additional information to the Advisory Board, per the Advisory Board Charter.
  3. Appeals
    1. Interpersonal Division must maintain a process by which its decisions may be appealed internally
      1. Any decision under internal appeal may be withheld for up to 48 hours while an appeal is pending.
      2. If the appeal is not resolved within 48 hours, any moderation action must be suspended until the appeal resolves.
    2. Interpersonal Division’s internal appeals process does not preclude nor circumvent any other body’s Charter-granted right to reconsider, advise, or overturn Interpersonal Division’s actions
  4. Moderation Duties
    1. Interpersonal Division is responsible for moderating activity on the RunnerHub OOC Discord.
      1. Interpersonal Division has full moderation power in all channels on the server
      2. Interpersonal Division has full access to the #config-host channel
      3. Moderation actions taken by Interpersonal Division on the OOC Discord do not require proactive consent from any other divisions or boards
      4. Moderation actions taken on the OOC Discord must be documented per Interpersonal Division’s Mandate and Modus Operandi document
      5. Moderation powers on the OOC Discord are shared with certain other members of RunnerHub Staff.
        1. The Advisory Board has limited moderation powers on the entire server.
        2. Each Division Head has limited moderation powers on their respective channels.
        3. Non-Interpersonal Division moderation actions are limited to 1-hour bans and 1-hour mutes without direct consultation with Interpersonal Division.
          1. If Interpersonal Division cannot be contacted within that 1-hour window, mutes or bans can be continued until Interpersonal Division can be reached.
        4. All non-Interpersonal Division moderation actions must be communicated to Interpersonal Division per the Interpersonal Division Mandate and Modus Operandi, in a timely fashion.
    2. Interpersonal Division is responsible for moderating the RunnerHub IC Discord.
      1. The rules of the IC Discord are to always be clearly displayed in their own channel.
      2. The specific rules of the IC Discord are determined by Thematics Division.
      3. The RunnerHub Code of Conduct is still in force on the IC Discord, except where specifically noted as not applying to in-character actions.
      4. Moderation action on the IC Discord follows the same rules and procedures as on the OOC Discord.
    3. Interpersonal Division is responsible for moderation on the Staff Discord in a limited capacity.
      1. Interpersonal Division Co-Heads have access to all Staff Discord channels except those belonging to the Advisory Board.
      2. Interpersonal Division has full moderation powers on the All Hands Chats portions of the Staff Discord.
      3. Interpersonal Division Co-Heads can proactively take moderation actions on Staff Discord channels outside the All Hands chat only in cases of egregious abuse.
        1. E.g. explicit racism/sexism/ableism/etc.; threats of violence against another member of the community; chat that violates U.S. law or the Discord Terms of Service.
      4. Interpersonal Division can respond to requests for moderation from members of other divisions.
        1. Any Division Head can request Interpersonal Division moderation in their channels.
        2. Any member of a Division can request Interpersonal Division moderation in any of their channels.
          1. If a non-Division Head member requests moderation, Interpersonal Division must inform the Advisory Board and acquire permission from a 2/3 majority of members before taking any moderation action.
      5. Any moderation action taken based on behavior/incidents on the Staff Discord requires informing the Advisory Board, and acquiring approval from a 2/3 majority of the members of the board to uphold, in addition to any other requirements of that moderation action.
    4. Interpersonal Division is responsible for moderating all official RunnerHub subreddits that are public-facing
      1. The RunnerHub Code of Conduct applies to all official RunnerHub subreddits, except where otherwise noted
      2. Moderation on r/Shadowsea or other staff-only subreddits follow the same moderation rules as the Staff Discord
    5. Interpersonal Division is responsible for moderating voice chat on all Discord servers associated with RunnerHub
      1. Voice moderation follows the same rules as text moderation, per Discord server
    6. Interpersonal Division is responsible for overseeing all Character Sheet Audits, in conjunction with appropriate other divisions, and relays all decisions arising from Character Sheet Audits.

III: Powers

  1. As Interpersonal Division is a standing, full Division per the Runnerhub Charter, the Division Heads of Interpersonal Division have:
    1. the responsibility of knowing what other duties they have in the check and balance systems of the Runnerhub Charter as a Division Head.
    2. access as Moderators on the official /r/RunnerHub subreddit and the /r/ShadowSea subreddit
    3. the “Division Head” Discord role on official Runnerhub Discord servers to access division head channels on the Runnerhub Staff server and Announcement capabilities on the “Runnerhub Official OOC” Discord server.
  2. Interpersonal Division can request Mediation Sessions
    1. Interpersonal Division may issue either binding or non-binding requests for mediation sessions
      1. Binding requests for mediation sessions hold additional punishments should the request be ignored
      2. Non-binding requests for mediation carry no punishment and are voluntary only
      3. Mediation sessions may include multiple parties to mediate disagreements among them; or may include only one party plus Interpersonal Division
    2. Non-binding requests for Mediation Sessions may be issued with consent of at least 2 full members of Interpersonal Division
    3. Binding requests for Mediation Sessions may be issued with consent of at least 2 full members of Interpersonal Division, plus any other requirements needed for the attached punishments.
    4. Summary of all mediation requests and all mediation sessions must be recorded according to Interpersonal Division’s Modus Operandi
      1. Summaries of all Mediation Sessions must be available to the Advisory Board upon request by at least 2/3 members.
  3. Interpersonal Division may issue Warnings
    1. Warnings are not intended as punishment
    2. Warnings may be informal or formal
    3. All warnings, formal or informal, must be documented according to Interpersonal Division’s Modus Operandi.
      1. Informal warning will be a Personal Message through Discord asking for the individual to not say/post what they did.
      2. Formal warning will include a modmail and potential consideration towards future punishments.
    4. Warnings may be issued with consent of any full member of Interpersonal Division
  4. Interpersonal Division may issue Suspended Punishments
    1. Suspended punishments should clearly list:
      1. what infraction(s) will trigger the punishment;
      2. what the punishment will be; and
      3. the term for which the suspended punishment shall be enforceable.
    2. The punishments contained within a Suspended Punishment must fall within the allowable scope of Interpersonal Division’s punishment powers, or must have the Advisory Board’s sign-off
    3. If a Suspended Punishment with Advisory Board sign-off comes into force after the close of the approving Advisory Board’s term, the current Advisory Board must sign off again by appropriate rules
    4. The duration of a Suspended Punishment’s enforcement period must be at least 1 month, and has no upper bound.
    5. Suspended Punishments may be issued with consent of at least 2 full members of Interpersonal Division, plus any other requirements needed for the attached punishments.
  5. Interpersonal Division may issue Mutes, which apply to some or all RunnerHub platforms, at Interpersonal Division’s discretion
    1. Temporary mutes may last up to 24 hours, and are an emergency measure to moderate Discord or other communications while more formal moderation action is considered
      1. Temporary Mutes may be extended past 24 hours if conversation about course of action is ongoing and both Co-Heads agree to maintain the Temporary Mute
      2. Temporary Mutes may be issued by any member of Interpersonal Division or by any appropriately empowered alternate moderator on a given RunnerHub platform
    2. Interpersonal Division may request Re-Entry Interviews for people coming off Mutes (see 7, below)
  6. Interpersonal Division may issue Bans, which apply to some or all RunnerHub platforms, at Interpersonal Division’s discretion
    1. Bans should not interfere with the regular operation of other divisions except in extraordinary circumstances
      1. E.g. banned players who are GMs should be allowed to post on r/ShadowSea, in order to continue to fulfill their GM duties, unless circumstances dictate otherwise
      2. At least one Co-Head must be involved in any decision to ignore this caveat, on a case-by-case basis
    2. Bans fall into three categories: Temporary Bans, Term Bans, and Permanent Bans
    3. Temporary Bans may last up to 24 hours, and are an emergency measure to moderate Discord or other communications while more formal moderation action is considered
      1. Temporary Bans may be extended past 24 hours if conversation about course of action is ongoing and both Co-Heads agree to maintain the Temporary Ban
      2. Temporary Bans may be issued by any member of Interpersonal Division or by any appropriately empowered alternate moderator on a given RunnerHub platform
    4. Term Bans may last up to 1 month, and are intended as specific punishments
      1. Term Bans may be issued with consent of at least 2 full members of Interpersonal Division, including at least one Co-Head
    5. Permanent Bans must be issued through the Advisory Board
      1. Interpersonal Division may request the Advisory Board permanently ban a player from all RunnerHub platforms
      2. Any request for a permanent ban should be accompanied by an Interpersonal Division-issued 1-month Term Ban
      3. Any request for a permanent ban requires the consent of both Co-Heads plus half (rounded up) of all other members of Interpersonal Division
        1. If one of the Co-Heads is the target of the ban, instead the request requires only the other Co-Head, plus half (rounded up) of all other members of Interpersonal Division
      4. Interpersonal Division may request Re-Entry Interviews for people coming off Bans (see 7, below)
  7. Interpersonal Division may request Re-Entry Interviews with people coming off mutes or bans
    1. The purpose of Re-Entry Interviews is to establish with the player what rules were broken; what can be done to avoid future infractions; and what ongoing punishments will be placed (e.g. Suspended Punishments, 4, above)
    2. Re-Entry Interviews follow all protocols for Mediation Sessions
  8. Interpersonal Division has several powers relating to Staff, specifically
    1. All Staff members are subject to the same rules as other members, and any powers Interpersonal Division has over other members of the community may also be enforced against Staff, with two exceptions:
      1. Members of the Advisory Board may not be issued any punishment by Interpersonal Division except with a 3/4 approval from the other members of the Advisory Board
      2. Members of Interpersonal Division may not be issued any punishments by Interpersonal Division without consent of at least 1 Co-Head
    2. Interpersonal Division may request members of Staff be stripped of some or all their Staff positions
      1. Staff position removal requests require consent of at least 2 full members of Interpersonal Division, including at least one Co-Head
      2. Staff position removal requests require the consent of either the Division Head of the division in question, or 2/3 of the Advisory Board
      3. Staff position removals must last a term of at least 3 months, with no upper bound
    3. Interpersonal Division may request stripping of GMP from members of Staff
      1. GMP stripping is only meant as a remedy to ill-gotten GMP (e.g. through abuse of power, lying about tasks completed, etc.) and not as a punitive measure in and of itself
        1. GMP stripping may be paired with other punishments, on a case by case basis
      2. GMP stripping requests require consent of at least 2 full members of Interpersonal Division, including at least one Co-Head
      3. GMP stripping requests require the consent of 2/3 of the Advisory Board
      4. Once approved, Interpersonal Division must work with the Advisory Board to determine appropriate amounts of GMP to strip
  9. Interpersonal Division may remove offensive or inflammatory posts in the public Discord channels or RunnerHub affiliated subreddits
    1. Removal of posts requires consent of one full member of Interpersonal Division
    2. Any removal of posts must be documented according to Interpersonal Division’s Modus Operandi
    3. No part of this power should be interpreted to restrict or restrain other members of the RunnerHub community who have moderation over the various subreddits from executing their own moderation perogatives.
  10. Interpersonal Division has the ability to move players from Discord Voice Channels by request of the GM currently running a game or otherwise using a game voice channel, or from any channel in cases of public disturbance.
  11. Powers not enumerated here may be granted by unanimous consent of both Co-Heads and all of the Advisory Board, as circumstances dictate.

IV: Membership

The Membership of Interpersonal Division shall consist of (2) Divisional Co-Heads and between (3) to (7) volunteers staff members. For the entirety of this document any reference to a Division Head, Head, or Co-Head refers solely and only to an Interpersonal Division Co-Head unless specifically stated otherwise. Any reference to a Member, ID Member, or Division Member solely and only refers to Members of Interpersonal Division unless specifically stated otherwise. Membership requirements, stipulations, and methods of appointment are as follows:

  1. The members of the Division shall be appointed by the consensus of (2) Division Heads.
    1. Members agree to complete mandatory training as listed in the Training Manual within 30 days of joining Interpersonal Division or this charter being ratified, whichever comes last. Members may request a 30 days extension up to (2) times from an acting Division Head. To be granted all acting Division Heads must agree it is warranted.
    2. Members further accept to adhere to the expectations as listed in the Interpersonal Division: Structure and Expectations document as curated by the Division Heads and detailed in Article V: Curation.
    3. Members of Interpersonal Division may not, while active members of ID, serve on the Advisory Board.
  2. Division Head vacancies shall be appointed
    1. within 14 days of a known or planned resignation or
    2. within 30 days with a departure of less than 7 days notice to the remaining Division Head or the Advisory Board should there be no remaining Division Head.
    3. by the remaining Division Head from a list of 3-5 Candidates the departing Division Head or a person they so designate compiles within 48 hours of departure. This list should be made known only to the remaining Co-Head and the Advisory Board.In the case of this not happening:
      1. the leaving Division Head forfeits their right to name any candidates for the vacant Division Head position.
      2. the remaining Division Head will appoint a person of their choosing who otherwise fulfills all other stipulations in this charter
      3. If point 2 cannot be accomplished, then the Advisory Board shall appoint (1) Division Head by their rules listed in the Runnerhub Charter. That appointed Head shall then name their partner within 14 days.
    4. To a member of the division or Runnerhub community in good standing. To be considered in good standing:
      1. The member must be active in that they have a visible presence somewhere in the community, be that in discord chats, as a GM running runs, or as a player playing in games
      2. The member must have no active, open Interpersonal Tickets they are a subject of, nor any major tickets they had been held at fault for in the past.
  3. Division Heads, as per the Runnerhub charter, have a limit of one year sequential terms.
  4. Members and Division Heads agree to uphold this charter
  5. Division Heads appointed agree complete the training for Division Heads as listed in the Training Manual.
  6. Division Heads accepting the role also agree to adhere to the Expectations of their position as listed in the Interpersonal Division: Structure and Expectations document.
  7. When the division is understaffed from the above numbers Division Heads agree to actively recruit. Actively recruiting consists of doing at least one of the following:
    1. Approach and ask at least 2 members of the community to join Interpersonal Division every 30 day period.
    2. Have a public recruiting post that is stickied or on the front page of the main subreddit or discord announcement channel.
  8. Members can be removed from the division by consensus of the acting Division Head(s) for failure to adhere to expectations or community rules as documented. In the case that there is only (1) Division Head when this power is exercised it shall be reviewed by the next appointed Division Head and the action taken can be adjusted to whatever action both the newly appointed Division Head and the Division Head who acted can concur on.
  9. Division Heads can only be removed by two methods:
    1. The unanimous consensus of all Interpersonal Division Members and (1) Co-Head. (4 or more) Interpersonal Division Members are required to reach minimum quorum.
    2. Via the Advisory Board as per the Runnerhub Charter
  10. Division Heads will serve one-year terms. One co-head's term shall begin and end in during the transition period of the January AB election, the other during the transition period of the June AB election.
    1. If a Division Head does not complete their term for any reason, the new Division Head replacing them shall finish their term.
    2. A Division Head replacing a mid-term departure shall not be eligible to serve the following consecutive term, unless they assumed duties in the calendar month of term’s end.
    3. New Division Heads will be appointed to the position, and begin serving, no later than the 1st of the following month

V: Curation

Curation and changing of official Interpersonal Division documentation

  1. The Interpersonal Division Charter and Documentation listed in V(2) can be changed only by these methods:
    1. The consensus of (2) Co-Heads
    2. The unanimous consensus of all Interpersonal Division Members and (1) Co-Head. (4 or more) Interpersonal Division Members are required to reach minimum quorum.
  2. All official documents of Interpersonal Division shall be listed below; said documents are considered covered and can only be changed by the methods of the above clause (V(1))

  3. The Division Heads agree that by accepting their position of Head they agree to curate documents in good faith and solely for the betterment of the Division. They agree to make only such changes as are in good faith with the above and solely for the betterment of the Division.
